The Bangla YouTube video of Bangladeshi model and actress Tisha Scandal is just a misleading title, it is a photo slide show with just a Bengali music in it. Anyone can do this though one should not upload this kind of video that dishonor one person. It also violates YouTube guidelines. One should not use misleading text. It is spam. One can easily report it to YouTube as spam. There are some users who are uploading Bangal YouTube video with lots of spam. They should know the guidelines before uploading any video on YouTube. Since model and actress Tisha has become popular one might have tried to attract unfair attention. The same thing happened to model and actress Badhon.
So just reading the title of a video it is not wise to judge a video or a person because the content might be different. This is done though it is not right. As a member of YouTube community you can always report it as an inappropriate.
